Chicken or the egg?

One of the perennial, if not daily, questions concerning development – build first and then develop needed infrastructure, or build the infrastructure in anticipation of future, even impending, development?

Old Trail was sent for approval this evening from the Albemarle County Planning Commission (pdf). At least 2000 more units in this development alone over the next several years …

I love this part -

The commissioners are also forwarding a separate message. They want the county to get going on improving the infrastructre of Crozet as called for in the Crozet Master Plan. Thanks WINA.

What I just don’t get is how this development has been under construction for so long without County approval. Were they building on faith alone?
