You still end up with the same number of new cars on the road and the need for additional sewer and water in rural areas that should be protected for the natural resources that benefit all communities. New development should occur next  to or within already developed areas, not &quot;clustered&quot; out in the hinterlands.</description>

		<description>I like the clustering idea. I have five development rights, but currently cannot use them without destroying the entire farm. 

If the clustering idea is combined with mandatory conservation easements on the remainder, then I would have to be opposed.</description>
