City of Charlottesville fell into this category (as did twelve others):
Least Cost-Efficient Districts. Twelve school districts fell in the Lowest Achievement-Worst Price grouping which was worst group in the state in terms of quality and cost. These districts were the least cost-efficient, producing the lowest achievement results at the highest cost, or worst price, and delivering to Virginians the worst educational return on the tax dollar invested:

Thanks for posting this. The Cville system is a complicated issue. They do really well with the really smart kids (or so I have heard), but must not be very balanced. Very interesting stuff and out just in time for the budget discussions.
If you’re not “tracked” as “Academic” or on the “College” path, then you’re pretty much shafted by the Cville Schools. So I’m not at all surprised by the designation as “Least Cost Efficient.”
