Then why aren’t the students going?

“Three Charlottesville school officials and two city councilors will travel to Italy next week on a six-day, publicly funded trip. … Although the creation of an exchange program is not in the school division’s strategic plan, Atkins said that exposure to different cultures would benefit students who would participate in the program.“
