I was googling a bit this afternoon and came
across this from the Virginia Business Journal –

“But they still might not like
it. Crozet ? a community west of Charlottesville dotted with horse farms
and wineries ? has about 3,000 people now. But the population will likely
reach 12,000 residents under a master plan the county just completed, which
includes several development projects. To residents who opposed that kind of
growth the message was, tough luck. ?We more or less had to say that in
the Crozet plan process,? Cilimberg says. ?Because very honestly
there are a lot of people there that do not want to see
that.?
